British group have promised American delegate to recommend to French and German groups acceptance of American demand to be put on equal footing in every respect with these groups as regards loan of 6,000,0007." They hope to induce them to accede, provided Americans agree not to disturb existing arrangement between the groups as regards appointment of chief engineers, except that Hankow-Chengtu line shall be divided into four sections instead of three. A British chief engineer shall be appointed for the Hankow-Canton line, and German, French, and American chief engineers in order named for the first three sections of the Hankow-Chengta line, and For extensions of this railway chief a British engineer for the fourth section. engineers of the four nationalities shall be appointed in the order named. is prepared to recommend a further conference on this basis.
